Revolutionary diplomacy has been present in the fight of African peoples for their independence. When the aggression carried out by South Africa and its allies threatened the independence of Angola, the Cuban government lends assistance in the military sphere. The Cuban government also participated in the quad-party negotiations that ended in the achievement of the independence of Namibia and the expulsion of South African troops from Angolan territory. The delegation which participated in this process, led by Jorge Risquet, was a representation of the highest principles of Cuban foreign policy.
