The construction of a dependent Japan: the constitutional imposition of1947

Following Japan's defeat in 1945, the U.S. military occupation employed constitutional reform not only to suppress imperial militarism but also to drive a comprehensive restructuring of the country's political, economic, and social dimensions. This transformation was intended to align the Japanese state with Washington's geopolitical strategy in the bipolar international order that took shape after the end of the Second World War. The imposition of this text introduced radical changes that broke with entrenched traditions, incorporating principles foreign to Japanese political culture and imposing profound limits on sovereignty and military capacity. This study examines how the directives of the Allied General Headquarters, its drafts, and the negotiations under intense pressure from General MacArthur shaped the 1947 Constitution, with Article 9 as its most controversial clause. Through a historical-legal approach—based on the constitutional text, occupation documents, and specialized scholarship—the analysis explores how this transformation profoundly redefined Japanese power structures and decisively guided its strategic trajectory. The findings provide compelling answers regarding autonomy, alliance, and the enduring legacy of an intervention that continues to resonate in the Indo-Pacific today.
