University Scientific Journal Ad Hoc launches its ninth issue. This new edition includes eleven articles that cover analyses in the light of Public International Law, conflicts, bilateral relations, current events in the Latin American panorama, positioning of international actors and two of them, especially related to national history. In this sense, the first one deals with the U.S. intervention in the Cuban War of 1898; and the second one is linked to the consular work of Cuba's National Hero, José Martí. The Editorial Committee of the Ad Hoc Journal extends its gratitude to the specialists of the Center for International Policy Research, the Ministry of Foreign Affairs, the Cuban Institute of Friendship with the Peoples and the Center for Martí Studies, as well as to the professors of the "Raúl Roa García" Higher Institute of International Relations for their unconditional help in reviewing the manuscripts submitted by the students. We hope that the reader enjoys this extensive and varied issue and that it contributes to his academic and scientific training in the field of International Relations.
