Abstract

The relationship between Cuba and the United States for more than 60 years has been a complicated issue of great relevance for the continent and has transcended the hands of the government authorities of both countries. There are several examples where various governments and multiple individuals have mediated between Cuba and the United States. Plausible negotiations have been of special importance to reach understandings in moments of real tension between both countries. An example of this is the 1994 Cuban Rafter Crisis during the Clinton administration. Thanks to the contribution of former Mexican President Carlos Salinas and writer Gabriel García Márquez, among others, the 1994 and 1995 migration agreements, the military cooperation between of both countries around the base of Guantanamo and between the U.S. Coast Guard and Cuban border guards to prevent unauthorized migration and prevent drug trafficking were achieved.
